Oregon OD Permit Replacement Project

ORION is here!

We are pleased to announce the launch of our new online over-dimension permitting system. Oregon Routing Information Online – or ORION – is a web-based over-dimension permitting system that provides new and exciting features for carriers. 

ORION will be available on May 19, 2025 at 6 a.m. Pacific Time. At that time, you will be able to create your own account and begin to order over-dimension permits from the ORION Login page. Access to Oregon Trucking Online for most over-dimension permit activities will be disabled on May 16, 2025 at 2 p.m. Pacific Time. Oregon Trucking Online will still be available for other CCD business transitions such as:
  • Weight-mile tax reporting and registration.
  • Some functions necessary to complete legacy over-dimension permits issued from the existing system, such as RUAF reporting.
We encourage all carriers to review the training videos and materials listed below. Additionally, there are live support times scheduled throughout the week of May 19, 2025. See the schedule below.

What is ORION?

ORION is a self-service permitting system that will provide you with better access to the permits you need, when you need them. This new, modernized system is just one way we are stepping up to better meet the needs of our customers. ORION will be available 24 hours a day, 7 days a week, providing immediate access to routine permits.

This user-friendly system will:
  • Improve safety by reducing the risk of errors.
  • Provide automated routing for trip planning and Single-Trip Permits.
  • Increase ODOT’s ability to meet changing needs.
  • Decrease wait times for getting your over-dimension permits.
Oregon will be joining 44 other states, including many of our neighboring states, who have already implemented similar systems. Bookmark this page as the primary source for all project updates leading up to launch.

What and Why

We have contracted with ProMiles, a leading provider of over-dimension permit systems, to develop ORION, our new comprehensive over-dimension permitting system. The implementation of this system is a priority in our ODOT’s Strategic Action Plan and will provide dramatic improvements in over-dimension permitting in Oregon.

For more information:

  • Online self-service system – request your own permits 24/7, 365 days per year.
  • Improved turnaround time – have routine permits issued within minutes.
  • Increased safety and compliance – automated routing capabilities will provide the most efficient and safe route, taking into account known road and bridge restrictions and closures.
  • Enhanced communication – receive notifications of road closures impacting a route in which you hold an existing permit.
  • Improved customer service – allow ODOT staff to focus on more complex permitting requests.

Select Vehicle Import from the Administrative Panel to upload multiple vehicles at one time in ORION. While other formats will work if you designate where to find the information, this format is aligned to the default ordering in ORION.

Annual Permit Holders

Changes are coming! There will be fewer permit types in ORION to simplify administration of these permits and hopefully make things easier for you. As a result of this consolidation, there is not always a one to one (1:1) relationship between “legacy” permits and the new permit types available in ORION. Please reference the Annual Permit Types Available in ORION tab below to learn more.

Below are instructions if you have an annual permit expiring in May 2025.
  • If you have an annual permit expiring before May 19, 2025, you can renew that permit through Trucking Online (TOL) before May 16, 2025, at 2 p.m. or through the Oregon Trucking Association (OTA).
  • If you have received a renewal notification by mail in recent months and have yet to return those forms, please do not return them as there may not be time for processing prior to the new system launch. For timely renewals, please call one of our third-party agents, visit one of our CCD office locations or renew through TOL before the 2 p.m. PST deadline on May 16, 2025.
  • If you have an annual permit expiring on or after May 19, 2025, a new permit will need to be purchased through ORION or through the Oregon Trucking Association.
Starting on April 18, 2025, renewal reminders started to be sent to the email on file 30 days in advance of permit expiration from ORION. During the transition period, there could be a lag in the data available from ORION and/or your renewal may be in the mail or waiting to be completed. Therefore, if you receive a renewal reminder from ORION and have already taken action to renew your permit, please disregard it.

​Extended Weight
Allows up to 105,500 pounds gross weight, Weight Tables 1 and 2 axle and group axle weights. Only the following vehicle types are allowed: Truck-Tractor / Semitrailer; Truck and Trailer; Doubles.

Long Logs, Poles, Piling
Allows up to 120 feet overall length for specific combination types and routes, when hauling overlength logs, poles, piling, or structural members.

Non-Divisible
Two permit definitions:
  • Size Only: Overwidth or overlength, for the following vehicle types: Truck-Tractor / Semitrailer; Truck and Trailer; Doubles; Solo Vehicle; Pickup and Trailer; Truck-Tractor and Auger Semitrailer; Utility Truck and Pole Dolly; Heavy Haul Combination hauling an Overseas Marine Container
  • Size and Weight: Overwidth when hauling a single, non-divisible load for the following vehicle types: Truck-Tractor / Semitrailer; Truck and Trailer; Solo Vehicle. Also, an unladen heavy haul combination up to 105 feet in overall length. Allows up to 98,000 pounds gross weight, Weight Table 3 axle and group axle weights.
Leaky Load
Allows limited fluid leakage out of a truck or trailer. This permit type will not be available at the start of the pilot launch. Allowed up to 3 routes per permit.

Grass Seed Straw Overheight
Allows grass seed straw, grass hay, or cereal grain straw to be hauled in multiple up to 14’6” high. This permit type will not be available at the start of the pilot launch. Allowed up to 3 routes per permit.

Towing
Three permit definitions:
  • Log Truck Towing Permit: Authorizes a log truck to tow a disabled log truck combination to the nearest mill or terminal facility.
  • Truck Towing Solo Vehicle: Authorizes a truck to tow a solo vehicle, to exceed legal combination length limits.
  • Tow Truck: Authorizes a tow vehicle or load recovery vehicle to exceed legal size or weight limits.
Self-Propelled Vehicle
  • Authorizes a self-propelled fixed load vehicle to be up to 55 feet in overall length, 12 feet wide, 98,000 pounds gross weight with the axle and group weights shown in Weight Table 4.
  • Authorizes a self-propelled fixed load vehicle with booster or boom dolly to be up to 75 feet in overall length, 12 feet wide, 98,000 pounds gross weight with the axle and group weights shown in Weight Table 3.
Divisible Load Overwidth
Authorizes the movement of the following commodities and widths:
  • Hay bales loaded in multiples up to 10 feet in width when the bales have a manufactured width in excess of three feet.
  • Grass seed or mint leaf sacks loaded in multiples up to 9 feet 6 inches in width.
  • Lumber, plywood and veneer loaded in multiples up to 9 feet in width.
Mobile/Modular Unit
  • Authorizes movement of a mobile unit with a load length up to 80 feet, width up to 14 feet, overall length up to 110 feet, and height up to 14 feet 6 inches.
  • Authorizes movement of a modular unit hauled on a semitrailer up to 53 feet in length. The width can be up to 14 feet, and height up to 14 feet 6 inches.
Triples
Authorizes Triples combinations to be up to 105 feet in overall length on specified routes.

Self-Loading Log Truck
Authorizes specified heavier axle and group axle weights for a self-loading log truck and pole trailer combination only.

Specialized
Two different Permit Definitions:
  • Dual Use Solo Vehicle: Issued to government solo vehicles that are used in the performance of road maintenance on public highways and/or as snowplows during winter weather conditions.
  • Fire Apparatus: Authorizes a fire apparatus to operate in excess of legal weights, as long as the tire weights do not exceed 635 pounds per inch of tire width.

External Stakeholder Groups

We have established several groups to solicit input and help plan for user testing and implementation. Please click below for more information on the work being done with these groups.

​A Project Advisory Committee (PAC) was established in late 2021 to provide a forum for external stakeholders to inform decision-making regarding the implementation of the online permitting system. The group advises ODOT on industry needs, perceptions, and messaging, and communicates project updates to the communities they represent. The PAC meets quarterly and is facilitated by a public engagement consultant.​

​Oregon counties are critical partners in issuing OD permits across the state. Two venues exist to discuss topics relevant to the implementation of a new system and their impacts to counties. All counties are invited to a Quarterly Forum to keep up to date with critical project information and to inform decision-making. In addition, representatives from seven counties meet monthly between County Forums to dive deeper into issues that need resolution. Together, these groups will be working with the OD Permit Project Team to ensure a smooth transition to the new system for our mutual customers.
