Bottle Bill FAQs

Senate Bill 992 Updates
On June 3, 2025, the Oregon legislature passed  Senate Bill (SB) 992 which requires the OLCC to make updates to Oregon's Bottle Bill. Rule changes and information can be found on OLCC's rulemaking site.

The changes:

  • Allow stores to limit the hours they must provide redemption services from 8:00 am to 8:00 pm;   
  • Alter the requirements for stores participating in redemption centers;  
  • Enable the opening of Alternative Access Redemption centers (AARC); and
  • Allow wineries to limit returns to the redeemable beverages they sell. 


Businesses that sell redeemable beverages may now limit the hours they accept returns from 8:00 am to 8:00 pm.

  • SB 992 created these centers as another option for Oregonians to return their redeemable containers. These redemption centers must be operated by a non-profit, sponsored by a distributor cooperative, and located in a city with a population of 500,000 or more (e.g. Portland).
  • Alternative Access Redemption Centers will allow consumers to return up to 350 redeemable beverage containers per day.
  • Supports the public and individuals who redeem containers on a daily or near daily basis.
